The government has published guidance on neighbourhood planning. The aim is that local people will be the driver to help shape how their local communities grow and develop over the coming years. A neighbourhood plan must work alongside the local plan and the National Planning Policy Framework.
Neighbourhood development plans can only be made by one of two groups:
- parish or town councils
- neighbourhood forums.
We have a duty to support groups who want to prepare a neighbourhood development plan. This support will be given in two ways:
being responsible for the statutory processes required for neighbourhood development plans
providing technical advice, guidance and support
A neighbourhood plan must go through an Examination in Public once it has been written. If that is successful a local vote will then take place to see if the plan is accepted. A plan will need more than half the votes to be accepted.

There are currently five neighbourhood plans on the Island. Following extensive local consultation and public referendums within the neighbourhood, the following plans were approved:
