Independent Panel Members - Education Admission Appeals

What are Admission Appeals?

Parents have a right to express a preference for the school they would like their child to attend. If a parent is not satisfied with the outcome of their application, they have the right to appeal to an independent, impartial, and informal panel.

You will be volunteering to hear cases and reach a decision with two other Panel members based on the evidence heard. The Panel is supported by an independent Clerk, who provides advice on points of law and procedure and takes notes during the hearing.

Who are we looking for?

Are you good at questioning and listening, weighing up differing points of view, and reaching a fair decision without delay? 

All are welcome to apply. This includes those with no educational connections or experience, those with a child in education, those with voluntary experience in the management of a school or provision of education, as well as School Governors or members of Parent Teacher Associations.

You will:

  • have a strong sense of fair play and the ability to be impartial
  • have good communication, listening and interpersonal skills
  • be good at working as part of a team but able to express an individual view
  • an ability to ask probing questions in a sensitive manner
  • have excellent attention to detail
  • an ability to balance arguments and to make decisions based on the facts
  • remain firm and calm under pressure or in emotional situations

You may also:

  • have experience of the education sector e.g., as a member of staff or governor
  • have experience of working and/ or chairing committees

How often will I be needed?

Panel members will not normally be needed for more than a maximum of 25 days per year, plus time for reading of paperwork in advance of each day of appeals. Appeal hearings take place during the daytime, usually face-to face, and papers are sent out a week before.

The panel’s busiest time is during May, June, July and September (although there are other occasions throughout the year when cases have to be considered).

We understand the need to be flexible and we liaise with our pool of Panel members to work around employment or other regular commitments. You will not be asked to sit on any school appeals where you may have a conflict of interest.

Travel expenses and subsistence costs will be paid where appropriate.

Will I need training?

Mandatory training will be provided. Staff from Democratic Services will provide independent advice and guidance on the procedures to all parties.

You will be required to attend mandatory training on Tuesday 23 April.
